THIS IS A MEETING BEING SCHEDULED TO DISCUSS AND MAKE RECOMMENDATIONS ON THE FINAL DESIGNS BEING CONSIDERED FOR THE COLUMBIA CROSSING PROJECT.

We will be reviewing the three designs of the Hayden Island Interchange and the Southerly interconnects going across the N Portland Harbor. This needs to be done at a Special Meeting to allow HINooN to make our preferences and recommendations known before the Project Sponsor Council makes its final recommendations. Information on the three designs under review will be available through your HOA representative or any HINooN Board Member. Time permitting (which it should) we will also have a discussion on West Hayden Island progress.

New On-Line Crime Reporting Site  (Top of Page)

Citizen On-Line Crime Reporting!

The Portland Police Bureau has launched a new Citizen Online Reporting System. This internet-based system, gives citizens the ability to report property crimes within Portland that have no suspect information, saving them time and money and freeing up valuable police resources for response to more critical incidents.

Once submitted, Portland police officers will review and approve every report. Reports that require additional response or are otherwise inappropriate will be modified and responded to as needed. The reporting citizen will then receive a PDF copy of the approved and case numbered report via email within 72 hours. This online service is without any cost to the citizen and avoids the current minimum $10 expense and delay in receiving copies of reports not submitted online.

    Citizens can report the following types of incidents:
  • Theft from vehicle
  • Vandalism to vehicle
  • Theft (excluding firearms and prescription medications)
  • Vandalism (excluding graffiti)
  • Lost property (excluding firearms and prescription medications)
  • Additional property information (property information from a previously filed report)

Clark County Suspects Raccoon Distemper Outbreak  (Top of Page)

VANCOUVER, Wash. (AP) - Clark County Animal Protection and Control says reports of sick raccoons and squirrels indicate an outbreak of distemper.

The agency says dog owners should make sure their pets are vaccinated to prevent the fatal disease from spreading.

Distemper does not affect humans, but the agency says parents should keep children away raccoons to avoid being bitten. People should also keep pet food indoors and secure garbage to keep raccoons at bay.

Diesel Oil Spill on I-5 Bridge - April 30, 2010  (Top of Page)

This morning before 7:00 AM a truck had an accident on the N. Portland Harbor Bridge. Its diesel tank broke and spilled between 50 and 100 gallons of diesel on the bridge. The diesel went through the bridge scuppers and entered the water just upstream of JBMI.The spill is concentrated on the shore side areas of JBMI although the entire moorage is affected.

The US Coast Guard has been on the scene and Oregon Department of Transportation HazMat crews have placed oil booms and absorbent cloths throughout the moorage. They are currently bringing in more booms and cloths. A boom will be stretched across the downstream end of the moorage; booms are already in place at several spots along the shoreline.

Animals are affected and dead goslings have been reported. Oregon Department of Fish & Wildlife and the Dept. of Environmental Quality have been notified. I called the Audubon Society about 15 minutes ago and they are coordinating animal recovery with ODFW. Audubon Society told me they routinely work with ODFW to pick up affected wildlife that has been caught.

I am sending this email to the Board and copying others in the moorage for whom I have email addresses. Leonard, please forward this email to other Row Captains. I want as many residents as possible to know what has happened and what is being done.

ODOT's HazMat contractor, NRC, has several people working in the moorage. You will see them throughout the moorage today and throughout the weekend as necessary. Booms and cloths will likely stay in place until Monday or Tuesday. Please do not disturb them....even if they look gross.

Mandatory Boater Education  (Top of Page)

Beginning January 1, 2008, boaters 70 and younger will need to carry a boater education card when operating powerboats (including personal watercraft or any motorized watercraft) greater than 10 hp. Law enforcement officers are issuing citations for non-compliance with the Mandatory Education Law. Citations are $97.
